A southbound Alaska shipment normally begins with an Alaska terminal handoff under the selected ocean carrier's booking rules. Phoenix should not assume an Alaska local carrier is included. After the vehicle reaches Washington and is released, Phoenix can coordinate a separate lower-48 motor carrier from the terminal to the final destination when requested.

TOTE's personal-vehicle route is Anchorage–Tacoma. Alaska Marine Lines publishes barge service from multiple Alaska regions to Seattle. Confirm the exact origin before planning the remainder of the trip.
Phoenix should default to the owner/booking party or another person authorized under the selected carrier's rules presenting the vehicle at the Alaska terminal. Matson currently requires a letter of authorization if someone other than the parties named on the shipping documents picks up a vehicle at its Alaska ports; other providers have their own identity and authorization processes.
Provider rules can include fuel limits, operability, ground clearance, dimensions, personal-effects restrictions or fees, and winterization. TOTE specifically publishes winterization guidance and safe-operating-condition requirements. Matson and Alaska Marine Lines publish different preparation policies.
After the vessel reaches Washington, wait until the ocean carrier confirms the vehicle is discharged and available. Then provide the assigned mainland carrier with the terminal, booking/release details, hours and authorized pickup information. This avoids preventable dry runs and storage exposure.
Once released, the lower-48 portion becomes an ordinary motor-carrier shipment subject to that carrier's route, equipment, timing, inspection and Bill of Lading. Phoenix can coordinate that leg while keeping the ocean carrier's responsibilities separate.
