POV Entitlement Planning

Military POV Shipping: CONUS vs. OCONUS

Military POV rules change materially depending on whether the PCS is CONUS or OCONUS. Phoenix should not blur those two systems. Private commercial auto transport can be relevant to a member-paid CONUS move or an additional vehicle, while an authorized government POV shipment follows official transportation-office and PCSmyPOV procedures.

Key Planning Points

Military OneSource defines CONUS as the 48 contiguous states plus Washington, D.C.; Alaska and Hawaii are OCONUS for PCS terminology.
For CONUS-to-CONUS moves, privately transporting POVs is largely the member’s financial responsibility, subject to exceptions confirmed by the transportation office.
For OCONUS-related moves, one eligible POV may generally be shipped at government expense, subject to orders, host-country restrictions, size limits and exceptions.
Government POV shipment uses official channels such as PCSmyPOV/VPC processing; Phoenix does not replace that entitlement workflow.
A second/additional POV or a privately arranged leg should be evaluated separately from the government-authorized POV.

CONUS and OCONUS are different planning systems

This is a planning summary, not an entitlement determination. The member’s orders, service guidance and transportation office control the official answer.

Government OCONUS POV shipment is not ordinary commercial car shipping

Military OneSource explains that eligible government POV shipment/storage uses the global POV contractor and Vehicle Processing Centers. PCSmyPOV provides appointment, VPC and documentation information. Phoenix should not represent a private booking as the government entitlement process.

Alaska and Hawaii require special attention

Although Alaska and Hawaii are U.S. states, Military OneSource places them in OCONUS terminology for PCS planning. A privately arranged additional vehicle can also involve ocean/port logistics that are separate from the government-authorized POV.

Do not infer reimbursement from the commercial quote

A Phoenix quote describes a privately arranged transport service. Whether any portion is authorized or reimbursable is an official PCS/finance question and should be resolved through the appropriate military office.

Frequently Asked Questions

Is Hawaii considered OCONUS for PCS purposes?

Yes. Military OneSource defines OCONUS as locations outside the 48 contiguous states and Washington, D.C., including Alaska and Hawaii.

Can Phoenix process my official government POV shipment through the VPC system?

Phoenix does not present its private customer-coordination service as the government Global POV Contract. Eligible official shipments should follow the transportation office and PCSmyPOV/VPC process.

What if I want to ship more than one POV overseas?

Military OneSource says members who want to make their own arrangements for more than one POV should contact their local transportation office. Any privately arranged additional shipment should be treated separately from the government entitlement.
